Expected results of the project:

  • Strengthened capacities of institutions and services from the target area for disaster risk reduction – DRR;
  • Improved capacities for forecasting and early warning systems in the target area and cross-border collaboration in this field;
  • Guidelines for improvement of the protection and rescue systems in Montenegro and Albania in line with good EU practice models provided;
  • Population in the cross-border area and target municipalities familiarised with DRR;
  • Improved cooperation between units and institutions dealing with DRR from Albania and Montenegro.

Target groups

  • Representatives of the local protection and rescue units from Montenegro and Albania (at least 100);
  • Representatives of the national and regional institutions dealing with emergency management (at least 30);
  • Representatives of the hydro-meteorological institutions in Montenegro and Albania (at least 30);
  • Montenegrin Directorate for Emergency Management and Albanian General Directorate of Civil Emergencies;
  • Institute of Hydrometeorology and Seismology of Montenegro and Institute of Hydrometeorology of Albania;
  • Local operational units and authorities of target municipalities;
  • Citizens reached by awareness raising campaign (around 5% of population – app. 30,000 people) and tourists;
  • Youth – primary and secondary school students (at least 1,000 students);
  • Citizens of target municipalities – around 592,000 people, tourists and visitors.

Project area

  • Montenegro – Podgorica, Bar, Ulcinj, Budva, Cetinje, Danilovgrad, Andrijevica, Berane, Plav, Petnjica, Gusinje and Rožaje
  • Albania – the Region of Shkodra, municipalities: Shkodra, Malesi e Madhe, Puke, Fushe Arrez, Vau i Dejes.

Impact of the project

The project will improve the protection of the cross-border area between Montenegro and Albania from the risks of disasters through capacity building of people and institutions in the cross-border area between Montenegro and Albania for disaster risk reduction through education and awareness raising programmes, modernisation of equipment and strengthening of cooperation.
